2025 Emergency Operation Plan (EOP)
The EOP details the county’s comprehensive approach to emergency management, including:
- Preparedness: Steps to ensure readiness for potential emergencies.
- Response: Coordinated actions to take during an emergency to protect lives and property.
- Recovery: Strategies to restore normalcy after an emergency.
- Mitigation: Measures to reduce the impact of future emergencies.
Emergency Support Function (ESF) Annexes (ESF 1–21)
The Emergency Support Function (ESF) Annexes provide the operational framework for how the County coordinates resources, personnel, and services during emergencies. Each ESF represents a specific functional area—such as transportation, communications, public safety, mass care, and public health—and identifies the lead agencies, supporting partners, and key responsibilities.
ESF Annexes are designed to coordinate—not replace—department and agency emergency plans, ensuring a unified, multi-agency response across the Operational Area. Together, they support effective collaboration, resource prioritization, and service delivery during incidents of all types and sizes.
These annexes are integrated with the Emergency Operations Plan (EOP) and are regularly reviewed and updated to reflect current capabilities, policies, and best practices.

Hazard Mitigation Plan (HMP)
The HMP focuses on reducing or eliminating long-term risks to people and property from natural and man-made hazards. Key components include:
- Risk Assessment: Identifying and analyzing potential hazards in the county.
- Mitigation Strategies: Developing actions to reduce the effects of these hazards.
- Implementation: Outlining how mitigation strategies will be carried out and maintained.
